The real cost of e-tolls in Gauteng

What are we, as ETC, committed to?

We are committed to ensuring 100% transparency and an anti-corruption policy of zero-tolerance in finding a solution for the recovery of the e-toll debt and the progress of the Gauteng Freeway Improvement Project, GFIP. We are also committed to working together to find solutions that benefit all of us, such as the current commitment to cap the payment of e-tolls at R276 for all registered users.

Why can’t the GFIP project be funded through our tax system?

Daily, South Africans are confronted by our Government’s struggle to fund the upgrade and maintenance of basic essential services like our schools and hospitals. Currently, 84% of the non-tolled roads are funded by our Government and there is simply insufficient budget for all of our country’s requirements. Increasing tax will result in all South Africans, across all income groups, paying for roads in Gauteng.

What is the impact of non-registered and/or non-paying e-toll road users on the GFIP?

Due to the lack of payment, SANRAL has only been able to complete Phase 1 of the GFIP.  If the project had continued, the development of an additional superhighway between Johannesburg and Pretoria would have been completed, reducing congestion and saving millions of hours for our residents.

In addition, non-payment has resulted in serious financial consequences due to our non-servicing on the capital portion of the loan with Kapsch.

How does road infrastructure sustain our economy?

A well-designed, managed and maintained road infrastructure facilitates the successful ability for people, goods and services to move across our country.  Research shows that if roads are not built, upgraded and maintained, the average speed on our highways will change from 80kms to 40kms per hour.  

How many people are currently paying their e-toll fees?

Right now only 30% of e-toll road users are paying their tolling fees. This has resulted in the project being forced to a halt by SANRAL, with no planned upgrades for the next five years.

What is the impact of e-toll defaulters?

Only Phase 1 of the GFIP has been completed.  The growth of our economy and development opportunities have been affected with a resulting negative impact for all of us as South Africans.

Are there exemptions?  Who and what are they?

Anyone who doesn’t directly use the e-toll service is exempt.  Emergency vehicles, public transport and taxis are zero-rated and are not charged.

I am following our news daily. Will the e-toll project be abandoned?

The e-toll system will continue to operate.  As ETC our contract with SANRAL stands, with the full support of our Government.  ETC is committed to ensuring that you are constantly provided with accurate and fact-based information but no, the project cannot be abandoned.

Not only would this be financially irresponsible, it would also set a disastrous precedent for future infrastructure development projects and would effectively stall any infrastructure development in the country.

This is one of the reasons why the user-pays principle receives the support of economists worldwide.

Who decides on future policy with regards to tolls?

The user-pays principle is an integral part of the National Development Plan and is Government policy.  The toll policy is determined by the Department of Transport (DOT), under the leadership of our Minister of Transport, Fikile Mbalula.  We are ultimately governed by the decisions of our Government through a process of democracy, under our current President, Cyril Ramaphosa.

How will the debt be recovered?

It will be recovered through a fair and just process of legal action as per a regular commercial debt recovery method.

What are the objectives and future plans for the GFIP?

The GFIP believes in the power of possibility. Through a phased planning approach, the GFIP aims to expand the Gauteng road network, reduce congestion significantly and unlock development opportunities.  As South Africa’s economic powerhouse, Gauteng requires a strong road network to transport goods and services across the country, thereby improving the quality of life for all.

I heard in our news that the e-toll money is leaving our country to Austria.  Is this true?

No, this is absolutely not true. As Electronic Toll Collections (ETC), we manage the collection of toll revenue through the e-toll system and 100% of it goes directly to SANRAL. We are then paid by SANRAL, on a fixed fee basis, for the services we provide. We are a wholly South African company, committed to South Africa and all of its citizens.

Who is ETC & who is Kapsch?

We are ETC – the Electronic Toll Collection company that provides the technology and collection services for the tolling of the Gauteng Freeway Improvement Project (GFIP). We were the lowest cost provider in the tender.

Kapsch is an investor of large global infrastructure projects headquartered in Vienna, Austria. Kapsch – our major shareholder – invested ZAR800-million into our operational and capital funding.  We are currently working to secure a local empowerment partner and will update this information accordingly in the next few months. As ETC, we employ a South African team of 200 people who have received the global skill and expertise of Kapsch.

ETC as an organisation is not in a profitable position and thus no dividend payments have been paid. Contrary to current reports and press coverage, we can, with confidence, confirm that not even R1 has left the country.

What do I get for my e-toll fee? Besides the road?

The toll fee is not just for the physical road. Additional benefits include speed safety control, emergency services, increased fuel economy and a reduction in pollution.  These all save you time and money, and most importantly, enhance your safety.  One example is that due to the constant surveillance of over 400 cameras on our toll roads, should you be involved in an incident – whether it be a breakdown or an accident – our emergency services will be with you within 7 minutes.

The benefits of e-tolls clearly outweigh the costs. In addition to economic development, capped at R276 per month for registered users plus additional value-add services, using the freeways as often as you wish is cheaper than an evening at the movies with popcorn.

The e-tag

  • When a vehicle is deleted from your SANRAL account and the tag is not immediately returned or moved to a new vehicle, the transactions of the deleted vehicle will still go off your account until the tag is linked to another vehicle or returned to us. Our system gives you 30 days to either return the tag or link it to another vehicle. If this is not done within 30 days a R150.00 non tag return fee will be charged.

  • An e-tag is a matchbox-size device which, when activated and fitted to your windscreen, is used to identify the vehicle. The e-tag calculates the financial transaction and allocates the appropriate e-toll tariff and discounts of the transaction to the road user.

    The device is used so that the road users can be recognised by their Vehicle Licence Plate Number (VLN) with the e-tag.

  • The motorcycle has a magnetic e-tag pouch, which can be obtained at your nearest e-toll Customer Service outlet. There are two options to fit your e-tag ie.

    • on the fuel tank, or
    • attached to the handle bar of the motorcycle.

    As a motorcyclist, you may choose what is most convenient for you. Refer to the motorcyclist manual or visit www.sanral.co.za for more details on fitting the e-tag.

  • There are four possibilities:

    1. When passing through a gantry and you detect that there is no sound (a beep) or there is a continuous sound (x4 beeps or more) from your e-tag. This is a clear indication that your e-tag could be faulty and might need to be replaced.
    2. If there is a very low key sound, it could mean the battery running low (on average, the e-tag battery should last for up to five years).
    3. If the e-tag is damaged in some way.
    4. When your e-tag is lost or stolen, you will need to report it and obtain a new e-tag.

    To replace your e-tag, please contact (0800 SANRAL (726 725) or go to the nearest e-toll Customer Service outlet to get your e-tag replaced. Depending on the circumstances it may be replaced at no cost to you.

  • Road users with a functioning, fitted e-tag with credit, qualify for discounted e-toll tariffs. As the e-tag is unique and linked to a specific Vehicle Licence Plate Number, it helps to prevent fraud and the use of duplicate number plates.

  • You can get your e-tag at a participating e-tag stockists for R49.95, which you will get back as drive time, once you have registered your e-toll account. Alternatively, you can register and pay for your e-tag at an e-toll Customer Service outlet or have it delivered at a nominal fee once you have registered through the e-toll Call Centre (0800 SANRAL (726 725)) or the e-toll website www.sanral.co.za

  • You can get your e-tag at a participating e-tag stockists. You can also get your e-tag when registering through any of the e-toll Customer Service outlets, by ordering it through the e-toll website www.sanral.co.za, or by calling the e-toll Call Centre at (0800 SANRAL (726 725)). You will have the option of collecting your e-tag at your nearest e-toll Customer Service outlet, or by having it delivered to you for a nominal fee.

    Customer Service outlets, with the applicable operating hours.

  • The e-tag comes with an e-tag bracket which must be fitted to the inside of the windscreen behind the rear-view mirror. This will allow for easy reading and recognition when passing through a gantry. As there are different windscreens (vertical and angled), please refer to the appropriate fitment instruction in the instruction manual included in your e-tag package or click on www.sanral.co.za.

  • The e-tag will work at all gantry passes within the Gauteng e-roads and wherever you see the e-tag symbol at toll plazas within South Africa.

  • No, each e-tag is assigned to one Vehicle Licence Plate Number and vehicle class, linked to a Customer Account ID card and a specific e-toll account with the relevant vehicle details.

  • As your vehicle passes under a gantry, the e-tag will emit one audible beep:

    • One beep means that the gantry pass was successfully captured on the system.
    • Two beeps means that the e-toll account balance is low and needs to be topped-up.
    • Four beeps or no beeps indicate a problem. In this case, please contact the e-toll Call Centre on (0800 SANRAL (726 725)) or visit one of the e-toll Customer Service outlets.
  • The e-tag uses a special battery that can last up to 5 years under normal operating conditions. If the battery is low, the e-tag will beep four times consecutively or not at all when passing under a gantry. Should you have a problem with your e-tag, please visit an e-toll Customer Service outlet or phone the e-toll Call Centre on (0800 SANRAL (726 725)).

  • Radios, cell phones, other electronic devices and the e-tag do not affect each other.

  • Gauteng road users will have the option to have their vehicle/s recognised by their Vehicle Licence Plate Number (VLN) or by an e-tag and their vehicle’s VLN, when registering their vehicle for e-tolls. However, if you want to qualify for benefits from all the applicable discounts, you should obtain, install and use an e-tag in your vehicle.

  • Yes. However, special e-tag brackets are available for heavy vehicles (vertical windscreens) and motorcycles. You can exchange the normal e-tag bracket at an e-toll Customer Service outlet, with a special bracket that can be fitted on a heavy vehicle or motorcycle at no cost to you. Please refer to the fitment instruction in the instruction manual included in your e-tag package, or on www.sanral.co.za.

  • Some vehicles have metallised windscreens for the reduction of sun rays, which requires the e-tag to be mounted in a specific area on the windscreen. If your vehicle has a metallised windscreen, an area of the windscreen will be covered with dots and there may be an area which is lighter than the rest of the windscreen. If so, the e-tag mounting position must be in the open area within the dotted or lighter area.

    If you need assistance with fitting your e-tag, please visit your nearest e-toll Customer Service outlet.

  • The e-tag can be removed from the old windscreen and re-fitted to the new windscreen with a new bracket which can be obtained from our Customer Service outlets, should your windscreen replacement centre not have one.

  • The e-tags are not water resistant (waterproof). E-tags are designed to fit on the inside of your motor vehicle and not on the outside. If it is found that the e-tag is not working because of water damage, the road user will be liable for replacement costs.

    The same would apply for the motorcycle e-tags, as the e-tags are supplied with water resistant pouches.

    The responsibility is with the owner to ensure that the e-tag is working at all times. If the e-tag is not working, the user will lose their discounts. The user will pay the normal rates charged and will not be able to claim back.

  • The e-tag is beige in colour.

  • No, the e-tag is a matchbox-size device with no on/off buttons.

e-toll Registration

  • The following options are available to register your e-toll account:

    • Online at www.sanral.co.za, or
    • Visit your nearest e-toll Customer Service outlet; or
    • The e-toll Call Centre on (0800 SANRAL (726 725)).
  • The opening of e-toll Account registration will be communicated to Road Users through the media. Details will also be posted on the e-toll website: www.sanral.co.za

  • Yes, you would need to register to get an e-tag in order to qualify for discounts.

  • No. Upon registration, one e-toll account will be created. Within this account, you can register multiple units (vehicles). However, each vehicle must have its own e-tag.

  • No, you are not paying double. The Gauteng e-toll and Bakwena are two separate road networks, with different toll schemes, responsible for different sections of the road.

    Bakwena is responsible for and operates the N1 north, the N1/N4 interchange, the N4 towards Botswana and, the N4 from Hans Strydom interchange towards Maputo. Please refer to the SANRAL Website, www.sanral.co.za to see the maps for detailed information.

  • Yes. Please visit an e-toll Customer Service outlet, or contact the e-toll Call Centre (0800 SANRAL (726 725) for assistance.

    You may however choose to go via your Fleet Management Service Provider, which will provide these services to your company. Please contact them directly to enquire about the services that they offer.

  • Different vehicle classification systems are applicable for conventional toll plazas and Open Road Tolling. Only on the Open Road Tolling Vehicle Classification System are motorcycles classified differently to light vehicles. On Open Road Tolling, motorcycles are classified as A1 for tolling and will have a lower e-toll rate when compared to other classes.

  • A day pass has a set fee which entitles the holder to use the Gauteng e-road for 24 hours from the time of passing the first gantry / toll point on the Gauteng e-road. A day pass must be bought on, or before, the day on which a person will be using the Gauteng e-road, but before passing any of the gantries (toll points), as a day pass cannot be activated retrospectively. Infrequent Gauteng e-road users can obtain up to 12 day passes per year to pay for their tolls on the Gauteng e-roads.

    A day pass can be purchased at any e-toll Customer Service outlet, through the e-toll Call Centre (0800 SANRAL (726 725)), or through the e-toll website, www.sanral.co.za. The day pass can be used at any time within one month of purchase. It will be activated after the first gantry/toll point has been passed.

  • Road users can register for e-tolls from anywhere, by phoning the e-toll Call Centre (0800 SANRAL (726 725)) or by visiting the e-toll website www.sanral.co.za. Road signage is visible along the Gauteng e-road, advising road users that they are travelling on a tolled road. Visitors or infrequent Gauteng e-road users who choose not to have an e-tag, can register their e-toll Account by making use of their Vehicle Licence Plate Number, or by purchasing a day pass.

  • A day pass is a set fee, valid for the period purchased and expires thereafter. No refund is possible. A day pass allows a road user to use the Gauteng e-road, for a fixed period of 24 hours after activation (which occurs upon the first gantry pass after purchasing the day pass).

  • To simplify the registration process, we encourage road users to bring along the following information:

    • Proof of identification (ID, passport or driver’s licence)
    • Vehicle Licence Plate Number (VLN).
    • Physical and/or postal address.
    • Contact details (such as cell phone number and e-mail address).
    • Banking Details
    • An initial payment of R50.00 per vehicle registration.

    After the registration process and the receiving of your e-tag you will qualify for the various discount options. Refer to the e-toll website for further details.
